Are They Frequency Coordinators or Repeater Coordinators?

Looking over a list of what are supposed to be "Frequency Coordinators", I see an alarming number of them with "Repeater" in their names. Check the list below for examples. The entire list is presented by the ARRL as "Frequency Coordinators", not just "Repeater Coordinators". Those not listed had more appropriate names such as "Frequency Coordinator", "Spectrum Management", or even "Council of Amateur Radio Clubs". With a name like "Repeater Council", I am not being reassured of the protection and preservation of VHF-UHF simplex frequencies. Am I being paranoid?
